TVET Acceleration Pathways in Brunei Darussalam, Indonesia, Malaysia, the Philippines and Timor-Leste

UNESCO is committed to supporting its member states in achieving Sustainable Development Goal 4 (SDG 4) and its targets. In 2020–2021, UNESCO Jakarta, as the Cluster Office for Brunei Darussalam, Indonesia, Malaysia, the Philippines, and Timor-Leste, facilitated the countries within the cluster in achieving their policy and sectoral plan targets in the areas of Technical and Vocational Education and Training (TVET), Teacher Education, Education for Sustainable Development, and Inclusive Education.
Technical and Vocational Education and Training (TVET) is considered an educational pathway that helps ensure citizens are equipped with the skills needed to be more productive. At a regional ministerial meeting in September 2014, TVET was identified as one of seven priority areas for educational development in Southeast Asia from 2015 to 2035.
In 2021, UNESCO Jakarta published a Subregional Education Policy Review Report on TVET that examines accessibility, skills development, and equity in TVET in the countries covered by the UNESCO Jakarta Cluster Office: Brunei Darussalam, Indonesia, Malaysia, the Philippines, and Timor-Leste. The Policy Report outlines the key findings, namely: 1) TVET policies are aligned with national development goals in each country and receive budgetary support from various stakeholders; 2) TVET curricula are practice-oriented and focus on developing the soft skills needed for decent work, not merely on employment in technical fields; and 3) there is a need to enhance public-private cooperation to ensure that TVET meets the needs of industry.
UNESCO Jakarta, in collaboration with the DESMA Center, developed a Roadmap for Accelerating TVET in Brunei Darussalam, Indonesia, Malaysia, the Philippines, and Timor-Leste. This initiative aims to provide a comprehensive analysis of TVET in these countries, enrich the previously conducted TVET Education Policy Review report, and strengthen and develop TVET as a comprehensive and integral component in supporting UNESCO Jakarta’s commitment to achieving Sustainable Development Goal 4 (SDG 4) and its targets. The TVET sectors currently being mapped are Manufacturing, Tourism, and IT.
